About Paratransit Services

Under the Americans with Disabilities Act (ADA), transit agencies like Yamhill County Transit (YCTA) are required to provide ADA Paratransit service that mirrors the fixed-route system in terms of service times and coverage area. This service acts as a safety net—available only to individuals who are functionally unable to use the regular YCTA fixed-route bus system due to a disability.

Eligibility is determined using specific ADA guidelines.

Paratransit service is available only in McMinnville. The service operates within ¾ mile as the crow flies of a regular local YCTA fixed route (not including commuter routes), and during the same service hours—Monday through Friday.

• Service Area: Within city limits of McMinnville
• Eligibility Area: Both pickup and drop-off locations must be within ¾ mile as the crow flies of an existing YCTA fixed route
• Service Hours: Mirrors regular YCTA local fixed-route hours (Monday–Friday)
• Trip Scheduling: Rides may be scheduled up to two weeks in advance. For next day service, reservations must be made by 5:00 p.m., or by 6:30 p.m. if reservations are being made by voicemail during the weekend

Paratransit services are for individuals who are functionally unable to use the regular YCTA fixed-route bus system due to a disability.

An individual with a disability is defined by the ADA as:

• a person who has a physical or mental impairment that substantially limits one or more major life activities, a person who has a history or record of such an impairment, or a person who is perceived by others as having such an impairment.

You may be eligible for ADA paratransit service if, as a result of your specific disability or health-related condition:

• You are unable to travel to or from transit stops or stations within the service area
• You are unable to independently board, ride or exit an accessible fixed route (bus or rail) vehicle
• You cannot independently “navigate the system”, even if you are able to get to a transit stop and can get on and off the vehicle.
